Guam WW II Loyalty Recognition Act

On Feb. 29, 2009, The United States House of Representatives Passed H.R.44, the WW II Guam Loyalty Recognition Act. The Bill was introduced by Congresswoman Madeleine Bordallo. The Senate must present it's Version of the Bill and if passed, President Obama may sign it into law.

Congresswoman Bordallo is encouraging Guamanians in the 50 States to write to their two Senators, ALL SENATORS, Democrates and Republicans alike. Dr. George Flores has been emailing Guamanians. Please forward the following information to all Chamorros and friends throughout the mainland. Recently, I returned from a Washington D.C. health forum and had the opportunity to visit with Congresswoman Madeleine Bordallo once again. One of her main priorities is the passing of her sponsored Bill, the H.R. 44 Bill or also known as the Guam WW II Loyalty Recognition Act. She has requested for CHE'LU, Inc. to be one of the outlets of this bill's information to the Chamorro communities.

We have attached the actual Bill and a list of the Chamorro populated states (Census 2000), along with their Senate Representatives in a PDF file. Some states are not populated and is noted within the table. The bill itself list amounts of compensation and other pertinent information for those who suffered during Guam's occupation by the Imperial Japanese Military forces.

Facts:

  • Currently the Bill is in the Senate and waiting to be calendared to be introduced for voting.
  • On February 29, 2009 the House overwhelmingly passed the Bill.
  • Congresswoman Bordallo's concern is the majority of Republican Senators will vote No and she is requesting to either please call, write, or email those Senate Representatives and have them vote Yes, being a constituent of those states.
  • All Senators must be physically present to vote.
  • If the Bill is passed through the Senate, President Obama would then sign the Bill.
  • Only if the bill is passed, implementation in filing a war claim procedure will be announced soon thereafter.

War Claim Filing Myths:

  • For those who filled out and sent a form a few years ago was not a war claim. Yours and/or relatives listed were used to only support the Guam War Review Committee to initiate the original Guam War Reparations Bill which was ultimately defeated.
  • The list of names at the War in the Pacific Memorial Wall looking over Asan Bay is also not a formal list for war claims.
